@duckyfella In most cases the double yellows apply to "the highway" and the highway extends to the property boundary. So parking 'inside' the yellow markings has the same effect as parking on the road.
You may also be causing an obstruction by parking on the footway which is a separate offence.
To get to the position you describe you may be driving on the footway which is another offence.
Blue badge holders may park on yellow lines as long as there are no loading restrictions - for a maximum of 3 hours, and the vehicle must not be causing an obstruction.
(In the UK it's a tyre!)

For context I’m trying to work out how much of the selfish twat behaviour I deal with on my commute is plain illegal vs just inconsiderate.
@duckyfella @MikeFromLFE enforcement for parking on double yellows is down to the traffic wardens (civil enforcement officers). If it’s causing an obstruction or hazard it’s a police matter.
@helenclayton @duckyfella As @helenclayton says - the obstruction is the police issue - and I'd pursue that as a priority. Take photos (or video) and use them as a report.
Most police forces allow for reporting of traffic offences through a portal intended for dashcam or cycle-cam footage. I'm pretty sure that photos & video of obstruction would fall in the same category.
The secondary route of reporting to the Civil Traffic Enforcement officers of your local council - with photos - is worthwhile, but may not be as satisfying in terms of speed, result & long-term solution as you'd like.

If on private land you are okay but if on a 'road' expect a ticket. The yellow lines just code the restriction.
